Best available techniques to reduce emissions from refineries
Report no. 99/01: BAT Reference documents (BREFs) are to be prepared by the European IPPC Bureau established at JRC/IPTS in Seville, and the Refinery BREF is scheduled for 1999. It is understood that the oil industry will be involved in the preparation of this document.
The oil industry wishes to make a positive and informed contribution tothe exercise, based on actual data on facilities installed in refineries, their capitaland operating costs, and delivered performance capability. CONCAWE therefore established Special Task Forces WQ/STF-28 and AQ/STF-55 to study this subject.
This report details their findings. This CONCAWE report considers a wide range of emissions control techniques for refinery operations, the cost of installing and operating them, and the performance they have been demonstrated to deliver. The document is divided into five sections as follows:
