Guidance on the compilation of Safety Data Sheets for Petroleum Products

Report no. 9/22: This Guidance addresses the specific Concawe recommendations for authoring of (extended) Safety Data Sheets for Unknown or Variable composition, Complex reaction products or of Biological materials (UVCB) petroleum substances, and mixtures containing one or several of these substances, in the Member States of the European Union. The present document provides guidance for the application of Regulation (EU) 2020/878 amending the requirements for the Safety Data Sheets (SDS) in revised Annex II of the REACH Regulation (EC) No 1907/2006, enforced in January 2021 and transition ending in December 2022.

Since the previous legal changes of REACH Annex II in 2015, more stringent requirements are now introduced to several SDS sections (most notably to 1.1, 1.3, 2.3, 3.1/3.2, 9.1, 9.2, 11.1, 11.2, 12.6, 14.1 and 14.7). There are also new mandatory sub-headings potentially requiring changes in the template format of SDS authoring software in companies.
